The working paper addresses how inland ports and barge terminals in seaports can contribute to the growth of inland navigation in the future. Three issues are investigated: (1) Operational transhipment performance, (2) Quality of hinterland connections and (3) Capacity: few expansion opportunities versus overcapacity.
The working paper gives a brief statistical overview of barge freight transport in the EU-25 Member States. It provides an overview of Europe’s inland waterway policy and discusses national transport policies to promote inland navigation for selected countries where inland navigation plays an important role. The paper focuses on the port-related bottlenecks with which inland navigation and inland ports in Europe are currently confronted. Finally, it contains policy recommendations.
