This working paper explains problems associated with manoeuvring vessels that due to there size or speed in relation to the waterway and infrastructures used, have very small safety margins for error. It explores different approaches for assisting their navigation and suggests technology and procedural solutions to safely manoeuvre vessels. It considers minimal clearances of both bottom and side of vessels to manoeuvre vessels safely, investigates Dynamic Underkeel Clearance for differing trim and heel attitudes of vessel, as well as dynamic path prediction and “interactive” or “co-operative decision support”. It recommends guidelines for roles and responsibilities for provision of information for waterway authority and vessels.
