This working paper makes an inventory of all radio-navigation services that either are available today or are proposed in the medium term. It also addresses the vertical and horizontal accuracy requirements for a number of inland navigation processes (ranging from a few centimetres to 10s of meters). Finally it proposes a number of technology and policy solutions to ensure that all existing and envisaged processes can be met by radio-navigation and localisation services. The paper also recognises the need for high accuracy applications and as such investigates current and future planned local real-time kinematic radio-navigation services and their interoperability with each other (such as SAPOS, APOS, SWIPOS, and possible EUPOS).
