This working paper gives an overview of labour market developments and investigates wide variety of regulations a well as the current lack of clear job profiles. The paper addresses manning regulations, job descriptions and profiles, career entrance requirements, training regulations as well as examination standards. It explores the roles of on board personnel (deckhand, sailor, mate/master, and European barge master) and considers the qualifications required from basic deckhand to post-graduate studies for barge master. A proposal is made for a modular education approach, a European database on human resources development, as well a human resources development board. Finally the paper describes image and recruiting campaigns that will be required to attract new blood.
