The working paper focuses on transport risks, methods for risk calculation and monitoring of incidents. It describes the inland vessel in its nautical environment, especially in areas with high complexity like ports and waterway intersections. The various applicable safety and traffic management measures and are highlighted along with new developments in those particular fields. Three specific safety issues are highlighted: pro-active safety measures aimed at minimising the effect of incidents; measures aimed at minimising the occurrence of events; and measures aimed at damage control and management. The last chapters of the working paper focus on the safety of transport of hazardous goods and the role of current and future legislative actions in this particular field. It investigates the possible positive and negative effects of new safety measures described within the paper. Lastly the paper explores education and training issues that are required for maintaining existing or introduction of new safety measures.
